CEDS Coordinator
Scope of Work: Coordinator shall assist SEC in the development, refinement, and implementation of the SEC economic development programs. The CoordinatorÔs duties include:
1. Contact the communities in the region and work with them in developing Community Economic Development Plans. Plans will include prioritized community and business development projects as well as strategies for implementation.
- a. The strategic planning coordinator will work with CCTH and spend time, if needed; working with community economic development committee members and helping them develop community economic development plans and identify priority projects.
- b. Coordinator will conduct necessary follow-up, collect Community Economic Development Strategies and projects priorities, and will incorporate them into a final publication, Southeast Comprehensive Economic Development Strategy.
2. Coordinator will prepare a draft of the CEDS publication by May 15, 2008 for review by the SEC Economic Development Committee and SEC Board. This draft will include an update of the June 2007 CEDS document. This includes:
- a. An update of Element 4.0 regarding the process and committee. As before, the SEC Economic Development Committee will be the committee of record.
- b. An update of Element 5.0 SE Area Overview, and all the chapters therein. This is a substantial research effort. The History (5.1) and Geography (5.2) chapters will need a small effort, but the Population and Labor Force chapter (5.3) will require substantial research and outreach to source agencies to update. The Infrastructure Chapter (5.4) will need to be updated, as will Chapter 5.5 on economic impact factors and the economy chapter, 5.6.
- c. Updates of the remainder of the CEDS document consisting of the Vision, Goals, Objectives and Strategies section; the Performance Evaluation section, Acknowledgements, and most important of all, the table of Southeast Community Projects.
3. By May 15th: Coordinator will arrange for a gathering of regional and community economic development officials. Coordinator will be responsible for issuing the invitations and making follow up telephone calls to assure that the communities are aware of the event and are actively determining who to send as representatives. SEC will be responsible for conducting the event, providing a venue and refreshments, and keeping a record of what happens. At a minimum, the attendees will be asked to participate in a review of the draft CEDS document and to review the "Session Reports" from each community where contractor was able to conduct a community economic development planning project.
4. By May 30th: Coordinator will revise the CEDS document on the basis of the regional workshop outcome.
5. By June 15th: Obtain final approval from the Southeast Conference.
6. By June 30th: Submit new priorities to EDA; submit completed CEDS publication to SEC.
